Stacking BBs with infantry to make them tankier is a super helpful strat, especially if you're bringing a small navy to push a short distance, followed by landings to take cities. Cav/tanks/AC shouldn't be put at risk on water if possible, they're too valuable Obviously, railguns/arty/planes can have an impact on water but infantry should be used as well (presuming no land crisis). If you don't have that fleet and you're just now developing your coastline, you need to leverage the land army to support your ships. Cut a deal, save you ships, shoot at defenseless troops who can't retaliate so you expand faster. Ideally, don't fight navy v navy unless you have to. BBs are offshore support for your army, subs are purely scouting, and CLs are a mix. You have enough subs and CLs to spot for you and keep the BBs relatively safe. If you're already winning water, go pure BBs. I feel like there's two scenarios you find yourself in when you get BBs unlocked: significant naval dominance and "I've been landlocked for 75% of this game, I need to catch up"
